He is an actor from this really bad TV show from the 90's probably never aired in Australia but his catch phrase was "Whoa".

Unfortunately it was on TV here, late arvos from memory, kiddie slot. A show focused on some young girl who probably suffered ADHD... /sigh ... thanks for bringing that up, I had successfully repressed that memory
