I was about to add in something about maybe making people buy more accounts but that would be wrong because when the characters poof thats not the end of the account... The official word of Sony states somewhere in fine print that characters are to be saved for 3 months time at wich point they are removed... Now I know this isn't true because 2 of my friends in this town who were short on cash and couldn't get gamecards to renew within a month lost all their toons ...
