Jocelyn's Chili Dipping Sauce

This is from a Thai friend of mine - its seriously one of the best dipping sauces around and suitable for most Asian style foods. Absolutely brilliant with Thai Spring rolls etc.

3 Birds Eye Chilis (the little bright red long ones about 1-1.5 inches long)
3 cloves of Garlic
1 cup Boiling Water
3 tablespoons Sugar
1-2 tablespoons White Vinegar
1 tablespoon Fish Sauce
Crushed Peanuts
Grated Carrot
Coriander

Crush chili and garlic in a mortar and pestle (ok, ok, you can use a blender)
Mix with boiling water sugar vinegar and fish sauce
Add crushed peanuts, grated carrots and coriander (don't need a lot - its pretty much decorative)
(this will store quite well in the refrigerator for a week or so)
