Initially I had thought that the bios update for my Dell laptop was what BSOD inacessible_boot_device. But it turns out the Windows 10 Creators Update happened on the same day was the culprit.

After some google searching and soul searching, I finally found Microsoft Support Diagnostic Tool. And I was ablt to Windows Key-R, type in MSDT and disable all of the microsoft crap from the recent Creators update.

And now I am able to use my laptop again. Why is that important?

Because the laptop's performance is far superior than the new desktop with the television smart screen.

I was lagging worse than this laptop would be but it is normally server side lag.

Now I just need to set the Power On Self Test to boot to the correct operating system on the correct drive instead of manually choose which path every time.

Glad to hear you worked something out.

Creators update reset all my video card drivers and forced my laptop to use my integrated graphics. That made my machine laggy and run like a dog.

Once I worked out thats what happened I resetup all the GPU setup and it went back to normal.

Not neccessarily what you have experienced but it drove me mad when it happened till I worked out my my CPU was running so hot.
